This endpoint returns a list of Ballot objects for a given coordinate.
A Ballot object is a list of Contest objects and related Election, Party, Referendum, and Candidates objects.
The Ballots endpoint replaces ContestSummaries endpoint in Elections API v1 and the need to query Contests and Candidates endpoints separately as all data necessary to create a ballot is returned in the results.
